These buffs are negligible
LoL Players Upset With Moonstone "Buffs" In Patch 13.11
Moonstone Renewer has been pretty bugged since it was reworked in League of Legends Patch 13.10. Now in the upcoming LoL Patch 13.11 it's going to be bugfixed, while also receiving some buffs, but most support mains don't think that Riot is doing enough to make the item viable.
Right now, the hot new commodity on Summoner's Rift for League of Legends support players is none other than the brand-new item Echoes of Helia, which has simply taken over the support meta on any and every enchanter out there. Moonstone who, am I right?
LoL Patch 13.11: Moonstone Renewer Buffs Don't Satisfy Players
In the upcoming League of Legends patch, Riot is going to be buffing Moonstone Renewer, but many players don't think that it's a meaningful buff and won't actually be helping the item and supports.

While Echoes of Helia gives massive amounts of AP and Shurelya's is a great tool to either engage or disengage, Moonstone only has it's healing. Riot wants to make it a great AoE teamfight healing item, but it currently is underperforming on all levels.
Riot will be buffing Moonstone with the chain heal getting an increase from 20-35% to 20-40% (based on ally's level) and the single target heal getting buffed from 15-25% to 15-30% (based on ally's level), but that won't be doing too much of a difference, with players already noting how little healing or shielding they're currently doing with it.
Especially champions that should be using the item and getting the most out of it like Janna, Soraka or Sona are doing little to no healing or shielding. Sure, the item did have some bugs, like the shield sharing not proc-ing on multiple allies, but it's still very lacklustre and support mains are demanding Riot to do more for Moonstone.
Echoes of Helia, might also be getting a nerf this patch, which is going to hurt the item, it doesn't seem like it'll be enough to dissuade players from building it instead of Moonstone Renewer. So we're expecting more Echoes of Helia supremacy in LoL Patch 13.11, unless Riot decide to make some more major changes to Moonstone Renewer.
