LoL Patch 13.10 is going to be huge. There is no other way of saying this, but the item changes Riot has outlined are going to completely shift the meta around and give some champions a new breath of life, especially with the newly added magic damage ratios for some champs. 

Not only is the bot lane getting some upgrades, but Riot is also looking to the top lane and making a change every single top laner is going to be happy about. The Teleport spell is finally getting updated! 

LoL Patch 13.10: Top Laners Rejoice! Teleport Changes In Sight

The top lane has been a lonely place throughout the last year, especially in the early stages of any League of Legends game. If you didn't have a jungler that would actually gank once or twice (and we all know how rare that is), you were mostly on your own in a one on one duel against the other top laner. 

For top laners the laning phase might as well be a single player game, but that could change with the changes that are currently on the Public Beta Environment (PBE). In LoL Patch 13.10, Riot is thinking of making key adjustments to Teleport, changing the timer for Unleashed Teleport.

Yes, Riot will be pulling Unleashed Teleport, the Teleport that actually means something since you can use it anywhere and not just ally structures, forward by four minutes. This means that the spell  will transform at ten minutes instead of 14. 

This means that top laners will have a lot more agency and they'll be able to make more plays around the map, especially around turret plating, which has become one of the most important stats in the game. Snowballing top laners rejoice!

This will also mean that the heavy prio for champions like Shen is going to go down, since players will be able to teleport earlier into plays for dragons and the like. It seems that Riot has listened to the community and is doing something about some of the grievances players have had.
