LoL Patch 13.16: Everything You Need To Know!
LoL Patch 13.16 has hit the live servers in League of Legends! It features some major balance changes, intended to shake up the meta as we come closer and closer to the 2023 League of Legends World Championship.
Players can expect more and more pro-skewed champion adjustments to hit the rift in the coming patches, with Riot wanting the meta for Worlds to be as broad as possible. We already know some champions which will receive changes, such as Milio and other bot lane champions, but there is surely more to come.
LoL Patch 13.16 Balance Changes
As usual, there will be several champion changes. Beside Milio, many other bot lane champions are about to receive buffs. This can be seen as a move by Riot Games to diversify the current bot lane meta. Also, one annoying champion, played as a support recently will get nerfed for this position.
Champion Buffs in LoL Patch 13.16
Lucian
Lucian is getting a small set of buffs in League of Legends Patch 13.16 since he has been struggling lately. This small change Riot has planned should feel pretty good for the champion though.

Lulu
Lulu is a pretty popular bot lane pick and super fun to pick up. But ever since her favorite partner in crime, Zeri, has been nerfed to hell and back, Lulu hasn't been the same. This is why Riot is going to be buffing this cute bot lane champion.

Karma
Another enchanter that hasn't seen much play in recent times is Karma. She's good at shielding, but she doesn't have enough damage to truly live up to her poke fantasy. Riot is now buffing her Q damage, giving Karma more of a kick. Additionally, her Mantra cooldown is dropping by a bit.

Brand
While it is easy to complain about Brand for bot laners – let's be real, he is incredibly annoying to deal with as a support – the bot lane folks might have a reason to breath easier, knowing that the fire-y boy is finally finding his way back to his mid lane home again.

Akali
With Akali not seeing a lot of play in pro, Riot are finally addressing her struggles in casual play. These buffs look small, but keep in mind that Akali's damage output has mostly been limited by her astronomical energy cost. This should make her life in the laning phase a little easier.

Ekko

- W - Parallel Convergence

Sylas
Sylas has a much easier time managing his resources when maxing Q – Chain Lash, as pro players usually do to clear waves better. However, the casual player relies more on his W – Kingslayer for better all-ins, hence maxing it first. This causes casual Sylas players to run out of mana frequently, and Riot want to help them out with this base mana buff.

Milio
Milio has not done very well in the hands of a casual player after his pro-skewed nerfs. This patch, he is receiving some buffs that players without well coordinated teams will appreciate a lot more than pro teams.

E - Warm Hugs

Cougar E - Swipe
- Damage: 80/140/200/260 (+45% AP) >>> 80/140/200/260 (+40% bonus AD) (+45% AP)
Caitlyn
Fittingly for a patch where Karma receives buffs, her bestie Caitlyn is getting a much-needed helping hand too. Feel free to complain at Riot for bringing this poking nightmare bot lane back into the meta.
P - Headshot
- Attacks per Headshot: 7 >>> 6
Malzahar
Don't be deceived: twice as many ticks will help you get more lasthits on minions, despite the lower execute threshold.
E - Malefic Visions
- Damage tick rate: 0.5 seconds >>> 0.25 seconds
- Minion Execute Threshold: 15-45 health (based on level) >>> 10-30 health (based on level)

Champion Nerfs in LoL Patch 13.16
Naafiri
Naafiri has seen a lot of success after players got used to her. The learning curve has now pushed her over the edge of power, and she is seeing subsequent nerfs. These nerfs are intended to nudge her back in line on both top and mid lane, but her capabilities to brawl it out with bruisers result in a bigger hit for top lane.

Rek'Sai
Q - Queen's Wrath
- Unburrowed Bonus Physical Damage: 21/27/33/39/45 (+50% bonus AD) ⇒ 34/38/42/46/50% Total AD (your basic attack damage is effectively your base damage)
Shvyana
The dragon lady has been on a string of strong patches over the last months, so some nerfs are needed. Her jungle clear speed and dueling potential will surely suffer from these adjustments, but she might still be one of the stronger junglers after the upcoming patch.

Assassins finally have some further viable options, while Duskblade is no longer the must-buy mythic for way too many champions.

- Base cooldown refund upon takedown: 5% >>> 10%
Prowler's Claw
- Cooldown: 10 seconds >>> 5 seconds
- Bonus AD ratio: 45% melee/30% ranged >>> 55% melee/35% ranged
LoL Patch 13.16 Surrender Vote Updates
Besides all these wonderful champion and item buffs & nerfs, Riot will implement changes for the surrender vote system.
Riot's intention behind the surrender vote rework is, "to make surrendering more of a team action, rather than one person spamming FF every 3 minutes". Also Roberts announced, that the devs are planing to work on more system changes in the near future.
- The name of the player that started a surrender vote is no longer revealed.
- After starting a surrender vote, the player that started the surrender vote will not be able to begin another vote for 6 minutes. Note, the team cooldown on calling for a surrender vote remains unchanged at 3 minutes and takes priority to vote.
- The surrender vote will automatically resolve when a vote can no longer pass and will no longer remain open waiting for players to vote.
- The surrender box text has been updated to reflect the type of surrender vote being called: Surrender, AFK Surrender, or Remake.
LoL Patch 13.16 Arena Update
Arena is also getting quite the update in League of Legends Patch 13.16. These changes will encompass over 15 champion buffs, as well as a multitude of other buffs to items, as well as augments.

LoL Patch 13.16 Skin Showcase
All Dawnbringer Skins in League of Legends
In the upcoming League of Legends patch, we won't be getting any big event or anything. We just had the big summer event take over our League of Legends clients, which is why Riot will only release a small skin showcase event for the new Immortal Journey skins that should release in the upcoming patch.
This means, players will have to pick up the upcoming Immortal Journey Sona Prestige skin in the mythic shop with Mythic Essence.
New Immortal Journey Skins Revealed
These are the new Immortal Journey skins in League of Legends patch 13.16. There will be seven new skins for six champions. Soraka is getting her third legendary skin, while Sona receives a prestige skin.

It's also important to note that Shyvana is finally getting a new skin. She's been skin-less for way too long, with only champions like Dr. Mundo or Skarner lagging behind. Now she's getting a new look which is a much-needed change for the champion.
