LoL Patch 13.2: What Changes Are Releasing When?

LoL Patch 13.2 probably won't be happening. Due to the unforseen actions of a hacker, much of the content from this patch will have gone live in a hotfix patch 13.1b, while other content has been pushed back to LoL Patch 13.3 which is still scheduled for February 8, 2023. 

With all these changes let's go over everything we know about the patch changes and what has been pushed to which patch, since it's gotten pretty hard to keep a decent overview of what is releasing when.

Annie Buffs Releasing in Later Patch Due to Hacker

Annie has been struggling. Even against champions she is supposed to have the upper hand against she hasn't been the insane fire-magic-wieldling little eight-year-old. Instead, she has been a mere shadow of her former self. Well, Riot is looking to make some adjustments to her kit and improve her gameplay.

This is what Riot is planning for Annie in an upcoming League of Legends patch.

  • Damage is reflected from all damage, not just auto attacks
R - Summon Tibbers!
  • Tibbers HP: 1300-3100 (+0%AP) >>> 1300-3100 (+75%AP)
  • Tibbers Resists: 30-90 (+0%AP) >>> 30-90 (+5%AP)
  • Tibbers Movement Speed: 370 >>> 350/375/400 (with rank)

Unfortunately, these changes have been pushed back and cannot be hotfixed into LoL Patch 13.1b, which means Annie mains, the few of you out there, will have to be a bit more patient until she is a strong and confident mid laner once more. 

Ahri ASU Pushed Back to LoL Patch 13.3

Of course, we also have to talk about the Ahri ASU which will not be released in LoL Patch 13.2 or Patch 13.1b. Instead, it's been stated that she will be released in Patch 13.3 since Riot is confident that they'll be able to fix the PBE build until then. 

Riot has explained that things like art updates cannot be hotfixed into a patch, hence why players will have to be patient once more and wait two more weeks until Ahri's Art and Sustainability Update hits live servers. Whether this will also affect the Aurelion Sol CGU has yet to be seen though.

Riot Seeks to Change Early Surrender

Riot is looking to make some big adjustments to the early surrender vote. This was supposed to happen in LoL Patch 13.2, but we do think these changes will be shifted to the next patch instead. 

Until now the vote to surrender between 15 and 20 minutes had to be unanimous, Riot is looking to adjust this and have the early surrender vote be 4/5 instead. 

This will be monitored, to make sure champion win and play rates do not go down and that this is something that could work in ranked games as well. So for now these changes will only be implemented in normal games.

Champion Nerfs in LoL Patch 13.1b

Most of the champion nerfs have also managed to ship with the LoL Patch 13.1b. Yuumi is not a champion anymore, hell even a canon minion probably has more impact than she does after the nerfs Riot has implemented on her kit, but are we even mad? The bot lane meta has become stale so to see champions like Yuumi, Lucian and Nami here is a win in our opinion.

Riot Buffs Mana on Marksment in LoL Patch 13.1b

Riot will be buffing mana on multiple marksmen champions, as detailed by Phreak, who used to be an LCS shoutcaster, but has become a part of the dev team in 2023. Here are the prospective changes to marksmen in Patch 13.1b:

Chemtech Drake Buffs in LoL Patch 13.1b

The chemtech drake has been updated in the hotfix patch as well, with these changes shipping: 

  • Chemtech Drake Buff
    • 5% Tenacity and Heal/Shield power ⇒ 6% Tenacity and Heal/Shield power
  • Chemtech Drake Soul
    • 10% damage resistance and increased damage dealt when below 50% health ⇒ 11% damage resistance and increased damage dealt when below 50% health

Fighter Items

Riot also promised some big changes to Fighter Items. These changes include changing Omnivamp to Lifesteal, as well as updating ability haste, to make fighters feel more 'high risk/high reward'.

ADC System Updates in LoL Patch 13.1b

It isn't just fighter items and Grievous Wounds getting an update this patch, but Riot is also going to be looking to update a few items and systems for the bot lane as well, since ADC satisfaction has been at an ultimate low ever since the 2023 preseason. 

Due to the issues with the patch, the Overheal changes which had been on the PBE server will likely be shipping in LoL Patch 13.3, while the rest of the item changes below are part of LoL Patch 13.1b. 

Overheal

  • Shield Value: 10 + 9% max hp >>> 20-300 based on champion level

Note: These prospective Overheal changes will likely ship in LoL Patch 13.3.

Bloodthirster

  • Life Steal: 18% ⇒ 15%
  • Shield: 50-320 (levels 1-18) ⇒ 180-450 (levels 9-18)
  • Total Cost: 3400 ⇒ 3200

Infinity Edge

  • Passive - Perfection Required Critical Strike Chance: 60% ⇒ 40%

Navori Quickblades

There are three more item changes that will be shipping in LoL Patch 13.1b along with all the lane and position specific changes.

Blade of the Ruined King

  • Cooldown: 20 seconds ⇒ 30 seconds
  • Ranged On-Hit Damage: 8% ⇒ 9%
  • Siphon Bonus Magic Damage: 40-150 (levels 1-18) ⇒ 40-103 (levels 9-18)

Demonic Embrace

  • Maximum Health Burn: 1.8% for melee champions/0.8% for ranged champions ⇒ 1.6% for melee champions/1.0% for ranged champions

Essence Reaver

  • Attack Damage: 45 ⇒ 55
  • Total Gold Cost: 2800 ⇒ 2900

Release Date for LoL Patch 13.1b and Patch 13.3

The hotfix patch will be coming a day after LoL Patch 13.2 was supposed to release. This means that it should be live on Thursday, January 26, 2023 according to Riot. Patch 13.3 is scheduled as usual on February 8, 2023 with the Ahri ASU and Annie changes. 

This whole hacking mess has messed up the current League of Legends schedule, but it seems we're just going to be skipping LoL Patch 13.2 completely and moving onto Patch 13.3 instead with the hotfix being the main patch this time around.
