LoL 13.1b Patch Notes: Riot Releases Hotfix Patch Instead of Normal Patch

Riot is going to be releasing a b-patch instead of the normal LoL Patch 13.1b after they revealed why their PBE build had been broken for the past week. So, some changes had to be moved to the next full patch, which will be 13.1, but a lot of adjustments will already hit live servers in this hotfix patch.
Let's go over all the champion and item adjustments Riot has planned for LoL Pathc 13.1b.
This is not a regular patch and while LoL Patch 13.2 was supposed to release on January 25, 2023, this one is going to be replacing that patch and will be released a day later on January 26, 2023. So the upcoming changes we will list below are going to go live a day after patches normally drop.
Chemtech Drake Adjustments
The chemtech drake has felt a bit weak, which is why Riot is giving her some love and buffing her just a bit so she can stand proudly alongside her brethren on Summoner's Rift.
5% Tenacity and Heal/Shield power ⇒ 6% Tenacity and Heal/Shield power
Chemtech Drake Soul
10% damage resistance and increased damage dealt when below 50% health ⇒ 11% damage resistance and increased damage dealt when below 50% health

Item Changes Revealed LoL 13.1b Patch Notes
Fighter Item Changes
Fighters have had too much sustain and haste in their items. Riot is making some major adjustments to items which will make champions choose between building sustain or haste.
Of course, some champions are going to greatly suffer after these changes go live, which is why Riot has said they're going to keep an eye on all individual fighters to see who is hit hardest.

[NEW] Shield Cooldown: 8 seconds for melee champions/16 seconds for ranged champions ⇒ 6 seconds for melee champions/12 seconds for ranged champions
Grievous Wounds Changes According to LoL 13.1b Patch Notes
Grievous Wounds (GW) hasn't felt good. There has been a lot of discourse around healing and sustain in League of Legends, which is always tricky. Make GW too strong and champions like Soraka become obsolete, but make it too weak and champions just don't die... so Riot is trying to make some adjustments, trying to please everyone.
[UPDATED] Grievous Wounds Application: Application reworked, now causes 40% Grievous Wounds on any damage application. (Note: the ability to apply Grievous Wounds by buffing allies has been removed)

Chempunk Chainsword
Attack Damage: 20 ⇒ 15
Grievous Wounds: 25% (increased to 40% if the target has below 50% health) ⇒ 40% (Note: There is no longer any extra reward for hitting low health targets.)
Grievous Wounds: 25% (increased to 40% after hitting the same target 3 times) ⇒ 40% (Note: There is no longer any extra reward for hitting the same target 3 times.)
Grievous Wounds: 25% on taking damage, 40% on immobilizing enemies ⇒ 40% on taking damage. (Note: There is no longer any Grievous Wounds application when applying crowd control.)
Other Item Changes
Riot is also making a few adjustments to three other items that aren't related to a specific role in the game.
Maximum Health Burn: 1.8% for melee champions/0.8% for ranged champions ⇒ 1.6% for melee champions/1.0% for ranged champions

Riot Adjusting Marksmen and Marksmen Items in LoL Patch 13.1b
ADC's should be the carries of a team, but in recent times they sure haven't felt like it. Marksmen feel unrewarding to play and lack mana to truly get rolling in the early stages of the game. Therefore, Riot is making some huge changes to improve all of you bot laners life a little.

It's not just the champions themselves getting adjusted, but Riot has also shipped some item changes in this hotfix patch to make playing as an ADC a little more bearable in Season 13.

Champion Buffs
Only three champions, other than the list of ADCs up above, are getting buffed this patch. Unfortunately, due to the cyberattack the Annie buffs won't be a part of this patch, so we will have to wait a bit longer to play Annie and Tibbers successfully.

[NEW] Putting the Trouble in the Bubble: Enemies inflicted with sleep from Zoe’s Sleepy Trouble Bubble now have their Magic Resist reduced by 20/22.5/25/27.5/30%. (Note: This debuff disappears when the target is woken up.)
Skins Released in LoL Patch 13.1b
The Lunar Gods skins will be released in this hotfix patch, which means we're going to be getting five new skins, as well as one new prestige skin for the Porcelain Lissandra skin.

This is everything we're getting in this patch. While it is just a hotfix patch, most of the balance changes Riot wanted to implement in LoL Patch 13.2 will be shipped. Only the Annie and Ahri ASU are really missing.
