There are a lot of champions being buffed and nerfed with LoL Patch 13.4, which means it's even more important to keep a close eye on the meta! Riot has nerfed some picks that have been overperforming during the last few weeks while still trying to even out the playing field between melee and ranged supports.

We'll take a look at everything you need to know about the most recent League of Legends Patch. Who will be dominating the meta this time around?

LoL Patch 13.4: All Champion Changes

Champion Buffs in LoL Patch 13.4

Alistar had already been among the champions that received a buff in LoL Patch 13.3, but it seems like he hasn't quite reached the power level that Riot envisions him to be at.

Viego

Q - Blade of the Ruined King

  • Passive Damage can now crit

R- Heartbreaker

  • 3% missing HP per 100 bonus AD increased to 5% missing HP per 100 bonus AD

Riven

P - Runis Blade

  • Damage: 30 - 60% tAD at levels (1/6/9/12/15/18) changed to 30 - 60% tAD (linearly 1-18, +1.75% per level)
  • Now deals damage to towers (50% effectiveness)
  • Passive Stacks now show under her healthbar (to Riven only)

Aphelios

P - The Hitman and The Seer (Weapon Master)

  • Attack speed per rank increased from 7.5% - 45% to 9% - 54%

Senna

Base Stats

  • Attack speed ratio increased from 0.3 to 0.4

R - Dawning Shadow

  • Base damage increased from 250 - 500 (+100% bonus AD)(+70% AP) to 250 - 550 (+115% bonus AD)(+70% AP)
  • Cooldown reduced from 160 - 120 seconds to 140 - 100

Orianna

Base Stats

  • Armor increased from 17 to 20

W - Command: Dissonance

  • Mana cost reduced from 70 - 90 to 60 - 80

Malphite

W - Thunderclap

  • Attack armor ratio increased from 10% to 15%
  • Cleave armor ratio increased from 15% to 20%
  • Cooldown reduced from 12 - 10 seconds to 10 - 8

Cho'Gath

Base Stats

  • Armor growth increased from 4.7 to 5

Q - Rupture

  • Q base damage increased from 80 - 300 to 80 - 320
  • Q mana cost reduced from 60 to 50

W - Feral Scream

  • W mana cost reduced from 70 - 110 to 70 - 90

Alistar

P - Triumphant Road

  • Ally heal increased from 6% of his max HP to 7%

Q - Pulverize

  • AP ratio increased from 70% to 80%

W - Headbutt

  • AP ratio increased from 90% to 100%

Ahri

Base Stats

  • Base health increased from 570 to 590
  • Base armor increased from 18 to 21

R - Spirit Rush

  • Cooldown reduced from 140/115/90s to 130/105/80s

Veigar

  • Q - Baleful Strike
    • Cast range increased from 950 units to 1050
  • W - Dark Matter
    • Cast range increased from 900 units to 950

Champion Nerfs in LoL Patch 13.4

As already mentioned above, Riot has been keeping an eye on all the champions overperforming during the last couple of weeks. This time around, we'll get some long awaited nerfs for a couple of OP junglers. Elise as well as Maokai will be tuned down a little to balance out the jungle meta.

Anivia

Base Stats

  • Health growth reduced from 96 to 92
  • Armor growth reduced from 5.2 to 4.9

Azir

Base Stats

  • Base mana reduced from 480 to 380
  • Mana growth increased from 21 to 36

W - Arise!

  • Recharge timer increased from 9 - 6 seconds to 10 - 6

E - Shifting Sands

  • Magic Damage increased from 60-180 (+40% AP) to 60-220 (+55% AP)

R - Emperor's Divide

  • Magic Damage increased from 175-475 (+60% AP) to 200-600 (+75% AP)

Elise

Base Stats

  • Spiderling base damage changed from 10 - 25 to 8 - 26

Q - Neurotixin/Venomous Bite

  • Spider base damage reduced from 70 - 210 to 60 - 180

Jarvan IV

W - Golden Aegis

  • Cooldown increased from 8 seconds to 9
  • Bonus AD ratio reduced from 80% to 70%

Maokai

Q - Bramble Smash

  • HP damage increased from 2% - 3% to 2% - 4%

E - Sapling Toss

  • base damage reduced from 55 - 155 to 50 - 150, empowered unchanged
  • Damage AP ratio reduced from 35% to 25%
  • Slow AP ratio reduced from 4% per 100 AP to 1%

Udyr

Base Stats

  • Health growth reduced from 98 to 92
  • Base armor reduced from 34 to 31

Q - Wilding Claw

  • On-hit bonus AD ratio reduced from 30% to 25%

R - Wingborne Storm

  • Empowered slow reduce from 25% - 40% to 20% - 35%

Amumu

Base Stats

  • Health growth reduced from 100 to 94
  • Armor growth reduced from 4.2 to 4

W - Despair

  • Target's HP per second reduced from 1% - 2% to 1% - 1.6%

Samira

  • P - Daredevil Impulse
    • Bonus movement speed per stack changed from 3.5% flat to 1% - 4% (1/6/11/16)
  • R - Inferno Trigger
    • Lifesteal effectiveness reduced from 66.7% to 50%

Jax

  • Base Stats
    • Health reduced from 685 to 665
    • Health growth increased from 99 to 100
  • E - Counter Strike
    • Minimum Magic Damage decreased from 100% AP ratio to 70% AP ratio
    • Maximum Magic Damage increased from 100% AP ratio to 140% AP ratio
    • Dodging attacks now increases all damage for E instead of just base damage
  • R - Grandmaster-at-Arms
    • On-hit base damage reduced from 80 - 160 to 60 - 160
    • Bonus armor for first champion hit decreased from 25-65 to 15-65
    • Bonus magic resist for first champion hit decreased from 15-39 to 9-39

Champion Adjustments in LoL Patch 13.4

We'll also receive adjustments for a champion with this patch. Thresh will be on the receiving end of those. Riot is trying to give him more flexibility regarding runes and AP itemization. 

Thresh

  • Q - Death Sentence
    • Base damage increased from 100 - 280 to 100 - 300
    • AP ratio increased from 80% to 90%
    • Cooldown decreased from 19-11 to 19-9
  • W - Dark Passage
    • Base shield reduced from 50 - 150 to 50 - 130
    • Cooldown increased from 22 - 16 seconds to 21 - 17
  • E - Flay
    • Base damage increased from 75 - 215 to 75 - 235
    • AP ratio increased from 60% to 70%

System Adjustments in LoL Patch 13.4

The majority of the system adjustments in 13.4 will be directed towards support items. Over the last few months, ranged support items have been way too strong in comparisons to the ones melee supports usually build. Let's see how Riot will approach the situation.

Support Item Adjustments in LoL Patch 13.4

Spellthief's Edge

  • Charge timer increased from 10 seconds to 12
  • Mana regen reduced from 50% to 25%

Frostfang

  • Charge timer increased from 10 seconds to 12
  • Mana regen reduced from 75% to 50%

Shard of True Ice

  • Mana regen reduced from 115% to 100%

Spectral Sickle

  • Charge timer increased from 10 seconds to 12

Harrowing Crescent

  • Charge timer increased from 10 seconds to 12

Relic Shield

  • HP regen increased from 25% to 50%

Targon's Buckler

  • HP regen increased from 50% to 75%

Steel Shoulderguards

  • HP regen increased from 25% to 50%

Runesteel Spaulders

  • HP regen increased from 50% to 75%

It's pretty obvious, right? Buffing melee support items while nerfing ranged support items. Let's hope that Riot has done the right thing here to create equal opportunities for all support champions in League of Legends.

More Item and System Adjustments in LoL Patch 13.4

Which items and systems will be adjusted aside from that? Riot has been keeping an eye on a couple items in need of some adjustments, as well as runes and other systems. Let's take a look at what they came up with.

Demonic Embrace
  • Damage is now capped at 40 against jungle monsters
Magical Footwear
  • Boot sellback gold reduced from 70% to 30% (210 gold to 90)
Jungle Pets
  • Damage AP ratio reduced from 15% to 12%
Treasure Hunter
  • Base gold reduced from 70 to 50 and total gold reduced from 550 to 450
Doran's Shield
  • Health regen reduced from 6 to 4
Mark (ARAM Summoner Spell)
  • Mark can now be cast while rooted, only snowball and not dash

Adjustments to Jungle Role in LoL Patch 13.4

It seems like Riot has been adjusting the jungle for as long as the preseason changes have been inside the game. That was to be expected – to some degree at least. Those changes have been quite in-depth, and it takes some time to get everything right. Especially in the light of the most recent cyberattacks on Riot Games.

Clear Speed

  • AP Ratio of Jungle Companions decreased from 15% AP to 12% AP

Jungle Sustain

  • Base Heal from Monster Kills increased from 25 to 30

Gromp

  • Base HP decreased from 2200 to 2050

Rift Herald

  • Leash Range increased from 1100 to 1200
  • Rift Herald no longer has soft reset state and will hard reset when its patience runs out, immediately running back to its original position

Champion Experience Adjusted

Experience gained by taking down other champions have been nerfed in LoL Patch 13.4. 

  • Level 3 XP reduced from 186 to 144
  • Level 4 XP reduced from 258 to 174
  • Level 5 XP reduced from 330 to 204
  • Level 6 XP reduced from 402 to 234
  • Level 7 XP reduced from 434 to 308
  • Level 8 XP reduced from 500 to 486

The other levels seem to stay the same for now, but there might be more XP changes in the future. 

Both champion takedown and comeback experience will be nerfed in this League of Legends patch. 

New LoL Skins: Skins on the PBE Server

Of course, there are some interesting skins on the PBE server as well. These skins will be available once the patch goes live, but are current online for testing. Five champions will be getting new astronaut skins in League of Legends. 

These champions will get Astronaut skins: 

  • Singed
  • Xerath
  • Ivern
  • Kennen
  • Fizz

These are cute skins and perfect after the Valentine's Day skins. Another fun skin line that doesn't take themselves too serious is key and honestly, all the skins look amazing. Even Ivern, who has a weird model for this skin line looks great, especially Daisy who steals the show.
