LoL Patch 13.21 brought back one of the most beloved rotating game modes with Nexus Blitz, complemented by specific balance changes for this game mode. Additionally, there were champion and system updates for Summoner's Rift. 


LoL Patch 13.21 Balance Changes

Champion Buffs

Tahm Kench

Tahm Kench is getting a few adjustments this patch. Whether these will actually make him a decent top lane candidate once more is yet to be seen, but his passive and W are being targeted by the LoL balance team. 

  • Passive - An Acquired Taste
    • Base Damage: 8 - 60 (1 to 18) >>> 6 - 48 (1 to 11)
    • Health Ratio: 3% bonus HP >>> 5%
  • W - Abyssal Dive
    • Cooldown refund: 40% flat >>> 40% - 50%

K'Sante

  • R - Passive - Dauntless Instinct All Out 
    • Bonus damage increase increased 35% >>> 45/60/75% (based on levels 6/11/16)
  • Q - Ntofo Strikes 
    • Cast speed bHP ratio increased 0.01111~% per 100 bHP (capped at 1800 bHP) >>> 0.01666~% per 100 bHP (capped at 1200 bHP) (same cast speed reduction)
    • Tooltip now always shows Resists/Health needed for cooldown and cast time reductions. All Out tooltip has been simplified and updated.
  • W - Path Maker
    • Will no longer be broken by Charm and Fear
    • Reduced minimum channel 0.75 >>> 0.65 seconds (bugfix)
    • Max Channel Time increased 1 >>> 1.5 seconds
  • E-W - Bugfixes:
    • No longer allows double-casting / tapping W
    • No longer stops E - Footwork short dash
    • R-W All Out Bonus no longer allows you to left click to cancel
  • R - All Out
    • Armor/Magic Resistance/AD now update every quarter second (Aftershock cannot be "snapshot" anymore but Gargoyle Stoneplate/Jak'Sho give +AD as they gain stacks)
    • Omnivamp buffs/bugfixes
    • Healing: Calculated based on Physical and True Damage dealt to champions >>> Calculated based on all damage dealt to champions
  • R-Q / E - Ntofo Strikes / Footwork 
    • Reset time reduced 0.1 seconds >>> instant

Bel'Veth

  • E - Royal Maelstrom 
    • Cooldown reduced 24/22.5/21/19.5/18 >>> 20/19/18/17/16 seconds

Hecarim

  • AD per level increased 3.2 >>> 3.7
  • W - Spirit of Dread 
    • Duration increased 4 >>> 5 seconds

LeBlanc

  • W - Distortion 
    • AP ratio increased 65% >>> 75%
  • E - Ethereal Chains 
    • Full tether AP ratio increased 70% >>> 80%

Master Yi

  • E - Wuju Style 
    • Cooldown reduced 18 >>> 14 seconds

Morgana (Jungle)

  • W - Tormented Shadow
    • Damage per Second increased 12/22/32/42/52 >>> 12/23/34/45/56
    • Monster damage ratio increased 165% >>> 170%

Varus

  • W - Blighted Quiver

Seraphine has been one of the best APC champions and bot laners in the game. Her win rate has continuously hovered around 53% and Riot is going to be changing her kit so she is easier to balance as both a bot laner and a support.

Champion Nerfs

Jinx

  • Passive: Max Stacks 100 >>> max 5
  • Attack speed only stacks on champion takedowns (can still get the first stack and refresh the buff with epics and structures)

Jinx has been too strong too quickly, which is why Riot is going to be capping her attack speed stacks at 5... this is fair, but going to be a pretty hard nerf to the champion. 

Aurelion Sol

  • Q - Breath of Light
    • Magic Damage per Second: 15/25/35/45/55 (+30-80 (based on level)) (+60% AP) >>> 45/60/75/90/105 (+55% AP)
    • Burst Magic Damage: 40/50/60/70/80 (+20-30 (based on level)) (+35% AP) (+ 3.1% Stardust) percent of target maximum health ⇒ 60/70/80/90/100 (+35% AP) (+ 3.1% Stardust) percent of target maximum health

Briar

  • Attack Speed per level reduced 2.3% >>> 2%
  • Passive - Crimson Curse 
    • Heal on kill increased 100% >>> 125% of remaining bleed damage
  • W2 - Snack Attack

ARAM Adjustments In LoL Patch 13.21

Of course, we cannot forget about the one other permanent game mode we've got in League of Legends and that is All-Random-All-Mid (ARAM). Riot has been doing a good job of adding in the balance changes to the patch notes recently and this patch is no different with some key adjustments hitting the rift this time around. 

ARAM Nerfs

Briar: 130% Healing >>> 120% Healing

Jinx: 95% Damage Dealt >>> 90% Damage Dealt

Lillia: E Cooldown; 14 seconds >>> 18 seconds

Morgana: 94% Damage Dealt >>> 90% Damage Dealt

Milio: 95% Shielding >>> 90% Shielding

Nunu & Willump: 120% Healing >>> 110% Healing

ARAM Buffs

Ezreal: 103% Damage Taken >>> 100% Damage Taken

Kindred: Total attack speed increased by 2.5%

Naafiri: 100% Damage Taken >>> 95% Damage Taken

Yone: 103% Damage Dealt >>> 105% Damage Dealt

ARAM Adjustments

Aurelion Sol: E Cooldown; 12 seconds ⇒ 14 seconds. Ability Haste; -20 ⇒ 0

Nexus Blitz Returns In LoL Patch 13.21

We are finally going to be getting one of the most requested game modes back in League of Legends. Nexus Blitz has been asked about for years, and now Riot is releasing it, as planned and promised for the 2023 League of Legends World Championship

For any newer League of Legends players – you exist?! – let's quickly go over Nexus Blitz. 

Nexus Blitz is a fast-paced game mode on a smaller map, designed for shorter 15-minute matches. Two teams compete in 5v5 battles with random events, like Bardle Royale or Loot Teemo, offering bonuses to winners. The mode emphasizes fun, chaotic skirmishes, and unexpected challenges.

The best part? The games can't go on longer, because at one point, if neither team has conquered the enemy Nexus yet, the Nexuses simply stand up and walk to the middle of the map where they battle it out themselves. 

Nexus Blitz Balance Changes

Since this is a completely different game mode with its own rules, as well as its own map, there are a few balance changes Riot has added to keep things fun. 

Ivern

  • [NEW] Passive - Enemy of the Forest
    • It's time for Ivern's revenge. Ivern can damage monsters, and they can damage him. Source: Ivern the Cruel

Akshan

  • During events with a ring of fire (Bardle Royale, URF Deathmatch, Prize Fight), killing scoundrels will revive teammates with 30% of their maximum health at the location of their death.

Bel'Veth

  • Enemy jungle guardians drop an Enhanced Void Coral

Skins In LoL Patch 13.21

Coven Syndra Release Pushed Back To Patch 13.21

Syndra has been one of the most anticipated Coven skins. Her thematic fits perfectly with the universe and Syndra mains were hoping, praying for a legendary skin. Unfortunately, the legendary went to Nami, while Syndra's skin felt lackluster and a bit uninspired to most. 

Therefore, Riot is going to take a bit of extra time to improve upon the skin so that Syndra players can enjoy a fun and unique skin. Here is a list of changes that are being made to the skin for LoL Patch 13.21: 

  • Headpiece will be adjusted to match the classic Syndra silhouette; symmetrical
  • Her makeup is being adjusted (removing feather element obscuring her face)
  • Her hair is being changed to a platinum blonde
  • Sigil behind her head is being updated to better match the coven shape language
  • Orbs are changing to a new element (Still finalizing the details on). No more hairball orbs

The splash art will also be adjusted with the changes of the in-game skin. So make sure to save up your RP from Amazon Prime so that you can pick up the new and improved Syndra Coven skin!

New Café Cuties Skins Revealed For LoL Patch 13.21

Riot have also added a new set of skins. We're going back to the coffee shop from 2021, this time with four new employees. 

  • Café Cuties Lulu
  • Café Cuties Jinx
  • Café Cuties Rumble
  • Café Cuties Poppy

The skins will be added to the skin catalog of League of Legends, with both Poppy and Rumble receiving new skins since 2021. These are all going to be Epic skins priced at 1350 RP. Riot also does not have any borders or icons for this skin line. 

All the cosmetics are set to be released a day later on October 26, 2023.
